March 5, 2018, President Xi Jinping joined the panel discussion with the deputies from Inner Mongolia Autonomous Region at the first session of 13th National People’s Congress, and made important instructions:  Make full use of modern energy and economy, keep up with the world’s new trends of energy technology revolution, extend the industrial chain, improve the comprehensive utilization efficiency of energy resources. Greatly foster new industry, new driving force and new growth pole, develop modern equipment manufacturing industry and emerging industries including new materials, biomedicine, electronic information, energy conservation and environmental protection and so on, play the role of significant bridgehead of opening to the north, optimize resources allocation and productivity space layout, maintain intensive development and form competitive growth pole.

Following President Xi Jinping’s requirements on economic development plan of Inner Mongolia, with the development concept of “Green, Innovation, High-end, Gathering and Opening”, Bayannur Graphite Industrial Development Forum was held in Beijing Inner Mongolia Grand Hotel, on March 31. The attendee were the officials from Secretary of Basic Industries of National Development and Reform Commission of PRC, Raw Materials Department of Ministry of Industry and Information Technology of PRC, Hi-tech Industrial Department of Inner Mongolia Development and Reform Commission, Inner Mongolia Autonomous Region Economic and Information Technology Commission, as well as Wang Xuejun -Deputy Mayor of Bayannur Municipal Government, Liu Xiangyang- Director of Bayannur Development and Reform Commission, Gao Qilong - Director of Bayannur Land and Resources Bureau, Chao Gedalai - Director of Bayannur Economic and Information Technology Commission, Li Xingmin –Director of Bayannur Investment Promotion Bureau, Su Yalatu – Banner of Urat Front Banner People’s Government, Yan Yongchun-Banner of Urat Middle Banner People’s Government, Jia Peixin- Banner of Urat Rear Banner People’s Government.

 The forum was chaired by Yan Yongchun, the Banner of Urat Middle Banner People’s Government of Bayannur. About 20 enterprises representatives as guests who attended the forum were from Research Center of China Aerospace Science and Technology Corporation, Fengshan Co. Ltd. ( the subsidiary of China Shipbuilding Industry Group), Matrass C-Graphene Science-Technology Group Limited, Beijing Saintbuild Intellectual Property Agency Co. Ltd., Singapore Anxin Holdings Group Limited, and so on. Meanwhile, the officials from the relevant departments including Bayannur Municipal Government, Urat Front Banner People’s Government, Urat Middle Banner People’s Government, Urat Rear Banner People’s Government, were also present this forum.

The forum was aimed at inviting the relevant experts, investment institutes, enterprises to give advice on graphite industry development, offer help for the regional economic development, find the cooperation link point among enterprises, local government and institutes, seek strong enterprises, talents and science-technology supports for the breakthrough development of Bayannur graphite industry.

Yan Yongchun, the Banner of Urat Middle Banner People’s Government of Bayannur, said the graphite resources in Bayannur are relatively concentrated, and benefit the integrated planning and layout. And it has the advantages and conditions that will enable it become the biggest graphite high and new technology industry clusters in China. Urat Middle Banner will develop and form graphite (graphene) whole industrial chain, whose output value will reach up to 50 billion yuan. Moreover, it will set up power battery manufacturing bases for new energy vehicles, and build research and industrialization application bases and demonstration area of national graphite new material. Urat Middle Banner will try its best to achieve the above mentioned goals within 10 years (from 2016 to 2025).

Cheny Huiming, Member of Institute of Metal Research, Chinese Academy of Sciences, pointed out there are three advantages in development graphite industry for Bayannur, including highly valued by government, high starting point of industry and highly concentrated resources. So, it is expected for Bayannur to be far ahead in graphite mining and exploiting. Meanwhile, he stressed that the mining and processing of graphite resources are so complicated that they will cause pollution without proper disposing the wastes. Therefore, we should pay much more attention on environment protection when we turn the graphite resources into the advantages of industry and economy. Clean waters and green hills are golden and silver hills. Inner Mongolia Autonomous Region will face new challenges while using its advantages of resources.

With the breakthrough of national mineral resources exploration, the report from the year of 2016 said that newly added crystalline graphite mineral is 51.87MT in Inner Mongolia Autonomous Region, accounting for 34.2% of national reserves. It enables that Inner Mongolia Autonomous Region becomes the largest province in graphite resource mineral reserves. 80% of the total increment of national crystalline graphite reserves is in Bayanuur, while 95% of Bayannur graphite reserves in Urat Middle Banner. Specially, graphite mineral reserves of Dawudian graphite mine, owned by Matrass C-Graphene Science-Technology Group Limited, are up to 17.75Mt, while graphite mineral reserves of Gaoletu graphite mine, owned by Inner Mongolia Kincaid Industrial (Group) Limited, are up to 15.80Mt.

Based on the advantages of “One Mine and Two Resources” of Dawudian Graphite Mine, following the President Xi Jinping’s development requirements of “Clean Waters and Green Hills”, Matrass C-Graphene Science-Technology Group Limited (“Matrass”) establishes the development direction, that is resource-based, industry-centered, policy-oriented and capital-supported, with technology as approaches. Grasping the strategic opportunity for the rapid development of current national graphite industry, in line with the development concepts of “overall planning, innovation-driven, chained industry, intensive cluster”, we will adhere to the park as a carrier, and innovation & development as motive force, and use industry chain to drive rational and orderly development of the resources. To take initiative to the institutions, promote the further cooperation with the well-positioned enterprises, extend and enhance industry chain, we will strive to develop hi-tech and high added value graphite new materials and products, and build Bayannur into a graphite downstream processing industry cluster base integrated with resource development, downstream products processing and science-technology research and development to create an industry demonstration of northern graphite advanced carbon material.

The development of graphite industry in Bayannur was examined by 11 experts and representatives of enterprises including Raw Material Department of Ministry of Industry and Information Technology of PRC,  Institute of Metal Research,Chinese Academy of Sciences,  Strategic Research Center of Global Mineral Resources,Chinese Academy of Geological Sciences,  Institute of Non-metal Research,Chinese Academy of Sciences,  National Center for Nanoscience and Technology,Chinese Academy of Science,  China International Graphene Industry Union,  Matrass C-Graphene Science-Technology Group Limited,  College of Materials Science and Engineering,Hunan University,  China Development Strategy Institute for Building Materials Industry,  the China ENFI Engineering Co., Ltd. and China ENFI Engineering Corporation.

This forum provides a valuable opportunity for the development of Bayannur’s graphite industry, which widen the sight and promote the related knowledge level. Bayannur will strengthen the cooperation with research institutes and well-positioned enterprises, and drive the graphite industry development to step into high-end market. The departments at all levels of Bayannur and enterprises should use this opportunity as a trigger to strive to build this two graphite clusters into an industrial base of advanced carbon with mining, beneficiation, downstream of products and scientific and technological development.
